Resource Sharing to Create aWin-Win Situation: Strategic Alliance

高等教育发展是国家竞争力的重要指标,当前台湾高等教育院校由于质量失衡,使教育质量受到严重冲击与考验。策略联盟能整合组织之间的资源,提升经营效率,发挥综合效能,强化竞争力。有鉴于此,台湾'教育部'自2006年起积极推动技职院校策略联盟、建立伙伴关系,进行教育资源整合与共享,以降低经营成本、共创双赢。通过策略联盟,使学校之间达到互利共生的一种合作方式,双方借助联合、结盟来创造有利的条件,不论在课程学习的衔接、教育资源的互补分享、学生进路的结合、产学合作的交流还是在研发能力的提升,皆获得各方高度支持与肯定。因此,本研究拟探讨策略联盟的意涵、台湾技职院校策略联盟现况与执行成效,期能提供教育相关单位借鉴参酌。

Development of higher education is an important indicator of national competitiveness.However,the quality of higher education in Taiwan is currently under severe impact and challenge at a time when the number of local universities has overly expanded.Strategic alliance can integrate resources from different organizations,improve operational efficiency,enhance overall performance and strengthen competitiveness.In view of this,Taiwan^Ministry of Education has actively promoted strategic alliances and partnerships between technical and vocational institutions since 2006,with a purpose to carry out the integration and sharing of educational resources on the one hand and to reduce operating costs and create a win-win situation on the other.Through a strategic alliance to enable the schools involved to achieve mutually beneficial symbiosis,the allied parties may create favorable conditions for each other,including the bridging between different courses,the sharing and complementing of educational resources,the linkup of students’future prospects,the cooperation and exchange between industry and university,and the upgrading of R&D capabilities,all of which are widely supported and recognized by the society.Therefore,this study aims to expound the meaning of strategic alliance,and to explore the status quo and implementation of strategic alliances among technical and vocational universities in Taiwan,hoping to provide valuable information for the reference of local educational authorities concerned.
