The Rationality and Reality:Logic of Modern Universities’ Governance

在'完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化'的大背景下,建设现代大学制度,推进大学治理体系和治理能力现代化也成为当前高等教育最紧迫而现实的任务。本文围绕'是什么''为什么''如何选''怎么做'四个问题探讨了现代大学治理,认为要推进大学治理体系和治理能力现代化,必须把民主精神作为治理的基础、把利益多元和共享作为治理核心、把自治和规制的平衡作为治理责任,在外部上调整大学与政府的关系,在内部上深化治理结构改革,在协调上构建分权多元的治理机制。

To perfect and develop the socialist system with Chinese characteristics,building a modern university system and promoting the modernization of universities’ management system and management ability has become an urgent task.This article discusses several problems of the modern university governance,such as 'what it is', 'why it should exist', 'how to choose' and 'how to realize it',concluding that we should strive to make democratic spirit the basis of governance,regard multiple interests and sharing spirit as an control core-establish management responsibility for balance between autonomy and regulation,adjust the relationship between university and government on the outside,deepen reform of governance structure on internal and build a decentralized and coordinated governance mechanism to promote the modernization of universities’ management system and management ability.
