党委领导下的校长负责制之问题及对策分析——中国梦时代高等教育的必破之茧

On the President-in-charge System under the Leadership of the Party Committee:A Reflection of Chinese Higher Education for 'Chinese Dream'

党委领导下的校长负责制是我国高校的根本领导制度,是新中国成立以来高等学校内部领导体制长期探索和发展的历史选择。但它在实施过程中存在着诸如党委行政职责界限不清、党委书记与校长关系复杂、选拔与退出机制不健全等问题。为此特提出改进书记校长选拔方式、建立监督与退出机制等措施,以期促进高等教育健康快速发展,为实现伟大的中国梦而助力加油。

The president-in-charge system under the leadership of the Party committee is the basic system of colleges and universities in China,which was chosen by history since new China has been found.But there are still some deficiencies in the process of implementation,such as the duties of Party administrative are not very clear,which lead to the fact that the relationship is uncertain between the secretary of the Party committee and the president,and the mechanism of selection and exit is not perfect,etc.Therefore,some measures are put forward in this article,such as improvement of the selection mechanism of presidents and secretaries,reinforcement of supervision and exit mechanism and so on,which could help Chinese universities develop healthier and faster and provide an inexhaustible motive force for the realization of the great 'Chinese Dream'.
