中国院校研究的发展与院校研究分会的功能

On Development of Institutional Research and Functions of the Institutional Research Society in China

院校研究是本校工作研究,目的在于为高校应对各种挑战提供可能的解决方案或政策策略选择。中国院校研究从20世纪70年代后期发展至今有40年的历史,经历了自发发展和组织化发展两个阶段,没有证据表明中国院校研究是向美国学习的产物。中国高校大多都建立了院校研究的组织机构,尽管机构本身变化频繁,包括名称变更、职能转换、隶属关系调整、领导关系变化等,但性质却保持稳定,即行政咨询研究。院校研究组织机构数量庞大,从业人员众多,基本组织模式有三种,即行政专责模式、学术兼理模式和混合模式。在院校研究人员中,专职行政人员占了绝大多数;学术研究人员数量虽然不占优势,但发挥了积极而重要的影响。院校研究发挥作用主要表现在绘制学校愿景、解决现实问题以及监督办学过程等。中国院校研究的发展和作用的发挥与院校研究分会的成立是分不开的。2007年获批成立的院校研究分会不但为开展院校研究鼓与呼,而且为院校研究的专业化做了大量的工作,推进了院校研究的组织化发展。

Institutional research means the university conducts research on itself,with the purpose to provide possible solutions or policy strategies for the university to deal with various challenges.Institutional research at Chinese universities has been undergone for about 40 years,which has gone through two stages:one is the spontaneous,the other is the organizational.There is no evidence that institutional research in China is a result of learning from that of the United States.Most colleges and universities in China have established their research organizations on higher education.Although the organizations themselves change frequently,including name,function,membership relationship adjustment,leadership relationship and so on,they have maintained the nature of administrative consulting research institutions steadily.There are a large number of organizations and practitioners in institutional research,which has three basic organizational modes:administrative responsibility mode,academic concurrent management mode and mixed mode.Full-time administrators account for the vast majority of institutional researchers;and academic researchers,although not dominant,play a positive and important role.Institutional research plays an important role in drawing up the development visions,solving practical problems and supervising the running process of universities.What,s more,the role of institutional research in China is inseparable from the establishment of the Institutional Research Society.The Institutional Research Society has been set up in 2007,which not only strongly supports the development of institutional research throughout the country,but also does a lot of work for the specialization of institutional research and promotes the organizational development of institutional research in China.
