摘要
民以食为天,食以安为先。食品安全关乎人民群众的健康和生命,既是全社会关注的重大民生问题,也是关系社会和谐稳定的重大政治问题。党的十八大以来,习近平总书记和党中央高度重视食品安全问题,各地各部门着力推进实施食品安全战略,解决影响食品安全的突出问题,推动国内食品安全形势不断好转。江南大学商学院教授、食品安全风险治理研究院首席专家吴林海领衔的课题组,长期关注国内食品安全问题,先后对20多个省(自治区、直辖市) 90多个地级市进行了实地调查,共座谈了4万多名基层干部群众、400多家食品生产经营企业,并连续多年发布《中国食品安全发展报告》《中国食品安全网络舆情发展报告》。在此基础上,课题组多层面、多角度剖析了我国食品安全状况,从政策法规、体制机制等层面系统梳理了我国食品安全治理的生动实践和创新举措,深入分析了食品安全面临的严峻挑战,研究提出了相关对策建议。
Food is the first necessity of the people,and safety is the first necessity of food.Food safety concerns the health and life of the people.It is not only a major livelihood issue of concern to the whole society,but also a major political issue concern to harmony and stability.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping and the Party Central Committee have attached great importance to food safety issues.Various localities and departments have made efforts to promote the implementation of food safety strategies,solve striking problems affecting food safety,and promote the continuous improvement of the domestic food safety situation.The research team led by Wu Linhai,a professor at the School of Business of Jiangnan University and the chief expert of the Food Safety Risk Management Institute,has been concerned about the domestic food safety issues and has conducted field investigations in more than 90 prefecture-level cities in more than 20 provinces(autonomous regions and municipalities)for a long time.A total of more than 40000 grassroots cadres and more than 400 food production and operation enterprises were interviewed,and the China Food Safety Development Report and China Food Safety Network Public Opinion Development Report have been releasing for many years.On this basis,the research group analyzed the food safety situation in China from a multi-faceted and multi-angle perspective,systematically combed the vivid practices and innovative measures of China’s food safety governance from the aspects of policies,regulations,institutional mechanisms,etc.,and deeply analyzed the severe challenges facing food safety,then The proposed relevant countermeasures.
