Development and Evaluation of China's Regional Planning since the Eleventh Five-Year Plan

区域规划从建国以来,受到党中央、国务院的高度重视,成为国家宏观调控的重要手段。特别是"十一五"以来,随着我国发展内外环境的变化、区域问题日益复杂、区域规划职能上升等因素影响,区域规划更是密集出台,受到空前关注,先后经历了探索起步期、密集出台期、稳定发展期三个阶段,这一时期区域规划体现出区域规划类型多样化、覆盖四大区域板块、国家批复具有层次性、中央和地方共同推进等特征,在增强区域经济的整体性和协调性、丰富和完善国家宏观调控手段、突破地方发展经济的体制困境、推动区域内外一体化发展等方面发挥了重要作用,也在区域规划体系、管理实施等方面积累了诸多问题,亟待在今后的发展过程中加以破解。

Since the founding of the People’s Republic of China,regional planning has been highly valued by the Party Central Committee and the State Council,and has become an important means of national macro-control.Especially since the Eleventh Five-Year Plan,with the changes of the internal and external environment,the increasing complexity of regional problems and the rise of regional planning functions,regional planning has been more intensively introduced and received unprecedented attention.It has gone through three stages:the initial stage of exploration,the intensive stage of introduction and the stable stage of development.Regional planning in this period reflects the diversity and coverage of regional planning types.The four major regional plates and the national approval have the characteristics of hierarchy,joint promotion by the central and local governments.They have played an important role in strengthening the integrity and coordination of regional economy,enriching and perfecting the means of national macro-control,breaking through the institutional dilemma of local economic development,and promoting the integration of regional and external development.They have also accumulated various aspects in regional planning system and management implementation.Many problems need to be solved urgently in the future development process.
