基于循环经济的区域工业生态化测度与比较

Measurement and Comparison of Regional Industrial Ecological Development Based on Circular Economy

传统工业体系下单一的经济性指标无法引导工业向生态化方向发展,并在客观上起到了维护粗放型经济增长方式的作用。本文基于循环经济特征建立了区域工业生态化的指标体系和测度方法,并对辽宁工业生态化程度进行了测度以及横向和纵向比较。研究表明,尽管辽宁工业生态化水平近年来有了较大提升,但与其他地区相比并不乐观,总体上仍处于较低水平,在一些关键指标上差距较为突出。鉴于此,针对辽宁工业生态化发展中存在的问题与不足,以及工业生态化对辽宁经济可持续发展的重要意义,本文从区域工业生态系统的建立与完善、传统工业的生态化转变、工业生态化制度和法律环境建设等方面提出了相应的对策建议。

Single economic indicator from traditional industrial system can not guide to the eco-industrial development direction and at play on the objective of maintaining the extensive mode of economic growth role.This article sets up a regional industrial ecology of the indicator system and measurement method based recycling economy characteristics,Measuring the degree of industrial ecological development of Liaoning,then comparison from horizontal and vertical with other Regions.Studies shows that though the level of industrial ecological development of Liaoning has a larger raise in recent years,as the whole,it is still in the lower level.Compared with other regions,the weakness on some key indicators is particularly prominent.Therefore,for the problems and inadequacies of Liaoning industrial ecological development,and the importance of industrial ecology to the sustainable development of Liaoning economy,this article proposes corresponding countermeasures from the aspects of the establishment and improvement of regional industrial ecosystems,the ecological transformation of traditional industries,the industrial ecological system and the construction of legal environment.
