区域低碳环保发展综合评价

Comprehensive Assessment on Regional Low-carbon and Environmental Protection Development

低碳发展与环境保护两者之间相互促进、相互影响,共同构成人类发展重要约束性条件。在面临环境保护和温室气体减排问题的双重约束下,需要对低碳、环保、发展三者之间的相互影响关系进行定量评价,探究其内在规律,并找出促进三者协调发展的有效途径。通过构建低碳环保发展评价指数,分省份对区域层面的低碳、环保、发展进行了单项分析,在此基础剖析了低碳约束和环保约束分别对经济发展的影响。评价结果显示:①低碳、环保及发展区域间差异明显,并呈现"南优北劣"和"东优西劣"的空间特征;②在无约束下,环保指数的评价显示环保水平区域差异小;加入约束后的区域差异变化不大,说明经济发展是形成区域差异的主要原因;但与发展指数相比,约束下的发展指数离散系数变大,说明低碳与环保的约束扩大了区域的发展差距。据此提出了诸如坚持发展为第一要务,尊重区域差异性存在,主张实施总量减排和强度减排相结合的差异化政策。

Relationship between low-carbon development and environmental protection is in mutual impetus and influence,and they cooperatively constitute the constraint conditions of human development. With the doubled siege of environmental protection and greenhouse gas reduction,we need quantitative assessment to research the mutual relation of low-carbon,environmental protection and development,to seek to the inner rule,and finally to find the valid way to propel coordinated development of the three. By building the lowcarbon environmental development evaluation index,single analysis on regional low-carbon,environmental protection,development in different provinces is the foundation that we can search the influence of low-carbon constraint and environmental constraint respective on development. The conclusions are as follows :( 1) Low-carbon,environmental protection and development of inter-regional differences are evident,and present spatial characteristics of'superior southern and inferior north'and'superior east and inferior west'.( 2) The evaluation of environmental index shows a small regional difference of the level of environmental index without constraint. After adding constraint,regional differences has little variation,so economic development is the main reason for the formation of regional differences. Comparing with the development index,however,dispersion coefficient of development index under constraint is larger,so constraints of low-carbon and environmental protection expand the distance of regional development. According to above analysis,we can make policies to the point,such as adhering to development as the top priority,respecting regional differences existence,combining emission reduction of gross and intensity.
