摘要
2006年,我国正式组建了几大区域环境保护督查中心,进一步充实了环境行政管理中的监督环节,使国家的环境行政管理体系得到进一步完善。5年多来,区域环保督查工作在促进地方执行国家环境法规政策、推动解决跨区域环境问题、解决危害群众健康的突出环境问题等方面发挥了明显的作用,取得了实实在在的效果。同时,当前环保督查制度的也具有进一步改善的空间,包括提升区域督查机构的性质和职能、加强督查机构的督促职能、进一步明确督查对象等等。
In 2006,China established several regional environmental supervision centers,which further strengthened the inspection in the environmental management and improved the environmental management system. Over the past 5 years,regional environmental supervision had played a prominent role in promoting the implementation of national environmental laws and policies,settling trans- regional environmental disputes and solving those environmental problems that had serious health impacts. At the same time,there is also potential to improve the current regional environmental supervision system,including upgrading the identity of the regional environmental supervision centers,strengthening the function of supervision centers on urging,further clarifying the supervision targets,etc.
