摘要
辽宁沿海经济带是辽宁省"十二五"期间的重点发展区域,而区域经济的发展在很大程度上依托于人力资源的开发和利用。本文应用Markov模型分析预测了辽宁沿海经济带未来10年的人力资源供给状况,并结合人力资源的需求情况进行了供需分析,得出未来10年辽宁沿海经济带人力资源供不应求的结论。为了使辽宁沿海经济带的人力资源状况与辽宁沿海经济带发展相适应,本文提出加大政府发展教育的力度、建设良好的人才引入环境、优化人力资源配置的建议。
Liaoning coastal economic zone is the key development area in Liaoning Province during the'Twelfth Five Year Plan',and development of regional economy is largely relying on the development and utilization of human resources. In this paper,we use the Markov model to predict the situation of human resources supply in the next 10 years in Liaoning coastal economic zone,and have a supply and demand analysis through combined it with the human resource needs. The results of this analysis is that the human resources supply is insufficient in the next 10 years. In order to adapt the human resources status to the development of Liaoning coastal economic zone,we propose to increase the intensity of the education develop,to build a good environment for talent introduction and to optimize the allocation of human resources.
