人力资本投资结构与地区经济增长——对职业教育发展的启示

Structure of human capital investment and Regional Economic Growth:revelation of the vocational education development

当前教育投资结构中重普通教育、轻职业教育的问题突显。本文在索洛经济增长理论的框架内,引入教育投资结构作为人力资本投资结构变量进行研究。研究采用1998-2005年间的分省时间序列数据,实证分析了教育投资结构对经济增长的影响。结果显示,人力资本投资结构中职业教育投资占整个教育投资的比例越大,地区经济增长率越高。因此,应增加职业教育的政府和社会投入、提高职业教育效率。

Existing theories of human capital investment focus more on quantitative analyses than on structural analyses of human capital. This paper examines whether structure of human capital investment is a important factor affecting the regional economic growth. On the basis of augmented Solow model including structure of human capital investment,this paper theoretically exhibits the general impacts of the structure of human capital investment on regional economic growth. Empirical research is consistent with the theoretical conclusion. The paper makes polocy recommendations including enhancing government and society investment in vocational education, and improving efficiency of vocational education.
