摘要
虽然流域水污染防治规划的编制框架、方法体系基本成熟,但在编制过程中仍有一些编制难点和注意事项,笔者结合自己编制过的几个流域水污染防治规划,总结在规划范围确定、污染源调查、水环境容量、总量控制和分配等过程中需要注意的技术要点,并提出解决方案。
Although the framework and methodology of River Pollution Prevention Plan is almost mature,but there are still several difficulties during plan compilation. Based on the experience of compilation of several River Pollution Prevention Plans,the author summed up the technical points in this kinds of plan compilation,especially in the parts of Plan Scope Determination,Pollution Survey,Water Environmental Capacity Calculation,Total Quantity Control and Distribution,etc,and finally provided solutions.
