摘要
随着当今世界经济的日趋发展,人类毫无节制的向自然索取使公共环境日益恶化,公共环境的保护成了人类面临的一大挑战,迫切需要解决。文中通过对诺贝尔经济学奖获得者奥斯特罗姆的公共治理理论的分析,分别将多中心理论、自主治理理论、社会资本理论与现今公共环境治理问题相结合,构建多中心管理主体模式,并引入我国黄河水污染治理作为例证,得出解决公共环境问题的方法、途径。
With the increasing development of world economy,human's immoderately taking from the nature makes public environment deteriorate day by day; public environmental protection has become a major challenge confronting human and needs urgent solution. The paper will analyze public management theory of Elinor. Ostrom who got the Nobel Prize in Economics,combined her system of economic management which are polycentric theory,independent father theory and social capital theory,with public environmental governance,and then the paper use Yellow River as an example to deduce the solutions about environmental and public problems.
