Efficient recycling and fuel utilization of waste cooking oil are not only the important measures to guarantee food safety, but also effective means of promoting the energy diversification and clean. Based on muti-agent relationship of waste cooking oil industry chain, the paper systematically analyzes the influencing factors and interaction relation between each pair of the factors of making waste cooking oil into bio-fuel making waste cooking oil into bio-fuel from five dimensions which are government, restaurant, dealer, processor and social public, and analyzes the influenced degrees of each factor by the decision-making trial and evaluation laboratory( DEMATEL) approach, and quantitatively reveals quantitatively reveals the causal factors, outcome factors and primary factors that influence making waste cooking oil into bio-fuel. It is expected that it puts forward the relevant policy recommendations of promoting making waste cooking oil into bio-fuel.
