网络信息技术应用于环评公众参与的可行性研究 被引量:1

摘要 环境影响评价是我国防治规划编制和建设项目导致的潜在环境污染的制度支撑,公众参与是其中的重要组成部分。现阶段我国在实施环境影响评价时多采用传统手段征求公众意见,存在诸多问题,与公众对环境信息的获取与反馈期望差距较大。我国目前网络信息技术发展很快,技术水平足以支持应用这些技术来获取、存储和分析公众参与调查信息。西方发达国家运用网络信息技术实施公众参与已有成熟的实例,本研究结合我国现状与国外经验,设计并提出了应用网络信息技术进行公众参与的系统建设方案。 Environmental Impact Assessment supports China in preventing and controlling potential pollution caused by planning and construction projects,and public participation is an essential part of it. Traditional survey is now widely used for acquiring public opinion in China,which results in many problems and cannot satisfy the public expectations on the acquirement of environmental information and the reflection of public opinion. Now with the rapid development of information technology in China,it is allowed to use these technologies in data collection,storage and analysis for public participation. In western countries,governments have mastered these technologies in public participation. Based on the information technology of China and the experiences of western countries,the schemes of system construction for public participation in China were designed.
