高标准基本农田区域分布与建设潜力研究

Research on Regional Distribution and Potentiality of High-standard Basic Farmland

按照《高标准基本农田建设标准(TD/T 1003-2012)》要求,本文以长岭县新安镇为例,从高标准基本农田内涵及建设内容出发,构建土地平整工程、灌溉与排水工程、田间道路工程以及农田防护与生态工程4方面15个指标的评价体系,将新安镇高标准基本农田建设区划分为基本具备条件、稍加整治和全面整治三类区域。结果表明,基本具备高标准条件的基本农田5340.97 hm2,不需进行建设,可直接予以认定;需要稍加整治和全面整治的基本农田面积分别为6690.23 hm2和590.50 hm2,且二者具有较好的建设潜力,经整治后可达到高标准准基本农田建设标准。研究内容为长岭地区高标准基本农田建设项目的选址及规划设计提供依据。

Aimed at the requirements with the Construction of High-standard Basic Farmland( TD /T 1003-2012),taking Changling County Xin'An as study area. Considering the contents and construction of high-standard basic farmland,evaluation system of about4 aspects( land leveling project,road engineering,irrigation and drainage engineering,and farmland protect system) and 15 indexes were established. Areas of high-standard basic farmland in Xin'an Town were divided into three kinds of areas( which are almost having reached the construction conditions,needed little and comprehensive improvement). The results showed that 5340. 97 hm2farmlands are almost having reached the construction conditions,and can be directly considered to be the high-standard basic farmland; the others were 6690. 23 hm2and 590. 50 hm2,which had strong potential of improvements. After improving their present limiting factors,these farmlands can be a high-standard basic farmland. This research will provide a scientific basis for the planning and construction programs.
