地块尺度上西南丘陵山区耕地价值测算研究——以重庆市合川区钱塘镇大柱村为例

Estimation Method of Cultivated Land Value on Spot Scale in the Hilly Areas——An Empirical Analysis of Dazhu Village,Chongqing

本文以重庆市合川区钱塘镇大柱村为例,用农村参与式评估方法进行调查,分别从经济价值、社会价值及生态价值3个方面进行耕地价值测算。研究表明,研究区调查地块的平均价值为168.19万元/hm2,其中,水田地块的平均价值为100.39万元/hm2,旱地地块的平均价值为212.24万元/hm2;同时,在调查的地块中,水田地块的经济价值普遍小于旱地地块,从平均经济价值来看,旱地经济价值是水田的经济价值的4倍,而对于造成这一差异的一个重要因素就是耕地的复种指数;另外,在同一种耕种模式下,存在调查地块的"经济价值">"社会价值(社会稳定价值+社会保障价值)">"生态价值",而经常被人们忽略的耕地的社会价值与生态价值之和占总耕地价值的百分比平均为36%,其中,"水稻"占比例最高为65%,"玉米-红薯-豆类"占百分比最低为24%。因此,通过耕地价值的测算,能充分体现耕地的社会作用和生态作用。

This paper takes the Dazhu Village of Qiantang Town in Chongqing as an example. The method of Participatory Rural Appraisal( PRA) was used to conduct a survey,and the cultivated land value is calculated,which consists of economic value,social value and ecological value. Research shows that,cultivated land average value of the study area is about 1. 6819 million RMB /hm2,and the average value of paddy is about 1. 0039 million RMB /hm2,and the average value of dry land is about 2.1224 million RMB/hm2.In the investigation of the spot,the economic value of paddy field plot is generally less than the dry land plot. From an average of economic value,the economic value of dry land was four times of paddy field's. Besides,this is mainly caused by the different cultivation modes. The surveyed plot average economic value has the relationship as following: ‘corn-sweet potato – bean' > ‘corn-sweet potato' > ‘vegetables' > ‘corn' > ‘rice – rape' > ‘rice',which finall yproved to be caused by the difference of the multiple cropping indexes. In the same kind of cultivation mode of cultivated land,there is the relation of‘economic value' > ‘social value( social stable value +social security value) '> ‘ecological value',and the sum of social value and ecological value was average equal to 36% of the total value of cultivated land,which were often ignored. And among them,the‘rice'has the highest percentage which is 65%,‘corn-sweet potato-bean'has the lowest percentage which is 24%. Thus,the social function and ecological role can be fully reflected through cultivated land value estimating.
