县级移土培肥专项规划编制总体思路与技术路线研究

Study of the General Idea and Technical Route of the Special Plan of County Topsoil Stripping and Reuse

移土培肥已成为我国下一步耕作保护工作的重要内容,与其相关的技术规范尤其是移土培肥专项规划涉及的相关技术研究已成为当前急需解决的科学问题。本文针对移土培肥工程的特点,运用理论分析和系统分析相结合的方法,探讨了县级移土培肥专项规划应具有的目标与任务,并从正确处理剥离与客土需求的数量、质量与区位"三平衡"以及效益成本统筹兼顾等角度,研究了规划编制的基本理论、指导思想、基本原则和总体思路,提出了规划编制的技术路线与方法,弥补了移土培肥专项规划编制相关技术与理论研究的空白,丰富了我国土地利用规划内容与体系。

Topsoil stripping and reuse has been the important content of farmland conservation next step in our country. The relevant technical specifications research,especially the technology about the topsoil stripping and reuse planning,has become a scientific problem to solve. This paper aims to discuss the basic principles,planning ideas and technical route of the special planning of County top-soil stripping and reuse,fill up the blank of technical and theoretical research about the plan,and promote to construct the land use planning system. Methods of theoretical and systematic studies are applied. As to the special characteristics of the topsoil stripping and reuse project,this paper discussed the goals and tasks of the plan,and studied the plan's basic theory,guiding ideology,basic principles and general ideas based on the perspective of'three balanced'about the quantity,quality,location of the stripping topsoil and its costs and benefits,and presented the technique route and methods of plan compilation. The paper concludes that,strengthen the plan's compilation technique and theoretical study is good for guiding the practical work about topsoil stripping and reuse more scientifically and promoting the healthy development of farmland protection and quality construction.
