摘要 三氟甲烷(HFC-23)是二氟一氯甲烷(HCFC-22)生产过程中的副产品,随着HCFC-22生产量的增长,HFC-23未来的产生量也呈逐年上升的趋势。本文依据中国氟硅有机材料工业协会对HCFC-22生产量的统计和对"十二五"期间生产量变化趋势的预测,估算了未来HCFC-22的生产量及HFC-23的产生量,系统研究了利用市场机制和行业机制实现我国HFC-23可持续减排的可行性,建议通过争取国际资金、国内出资支持,并建立行政管理制度的方式,解决我国HFC-23可持续减排的问题,争取在2-3年内实现副产HFC-23的全部处置。 Energy Fluoroform( HFC-23) is the by-product of chlorodifluoromethane( HCFC-22). Streamed from the increase of HCFC-22 production,the amount of HFC-23 emission is growing gradually. In accordance with the statistics of HCFC-22 production provided by China Association of Fluorine and Silicone Industry( CAFSI) and prediction of its trend in the 12 th Five-year,production of HCFC-22 and the amount of HFC-23 emission were calculated. Feasibility of using market mechanism and industry mechanism to reduce HFC-23 emission was systematically dwelled upon. Suggestions for sustainably solving HFC-23 problem were provided that giving the financial support home and abroad as well as the establishment of administrative management system,HFC-23 could be appropriately handled in the coming 2-3 years.
