“城乡等值化”发展理念对城乡统一建设用地市场的启示 被引量:6

摘要 城乡等值化发展是实现城乡平衡发展的一种新型理念。本文首先对"城乡等值化"的理论与实践进行了概述,分析了城乡等值化对城乡土地供需和土地市场的影响。指出通过城乡等值化发展,农村的土地自然供给能转化成经济供给,农村的土地资源得以有效盘活,土地的区位因素影响会逐步减小。在此基础上提出了城乡等值化对我国城乡统一建设用地市场的启示。主要包括:科学编制城乡统筹发展规划是城乡统一建设用地市场的基本前提;加强农村公共服务设施建设是城乡统一建设用地市场培育的有效途径;大力推动农村产业化是实现城乡建设用地市场协调发展的长远保障。 The urban-rural equalized development is a new idea of realizing the balanced development of urban and rural areas. The paper puts forward the theory and practice of'urban-rural equivalent'in brief firstly,then analyses its influence to land supply and demand in urban-rural land market. Points out that along with the equivalence of urban and rural areas development,rural land supply can be converted into economic supply,rural land resources can be effectively activate,location factors of land will be gradually reduced. Based on above,this paper draws certain inspirations about unified urban-rural construction land market in China. Including the following: The scientific establishment of urban and rural development planning is the basic premise of a unified urban and rural construction land market; strengthening rural public service facilities construction is the effective way of cultivating the unified construction land market of urban and rural; Rural industrialization is a long-term guarantee of urban and rural construction land market to achieve coordinated development.
