顺义区土地一级开发规模预测及模式研究

Research on Land First-step Development Quantities and Patterns in Shunyi

尝试以土地一级开发客体的现状、区位条件以及区域经济发展水平等因素为出发点研究土地一级开发模式。本文将顺义区作为研究区域,结合各村社会经济发展数据,将443个行政村划分为三个大类五个小类,并利用GIS的空间分析功能,测算各类土地用途分区中的土地利用现状结构。最后,结合经济发展阶段及开发客体,研究适合于不同区域的土地一级开发模式,并估算开发规模。研究表明,新型企业主导型和村镇集体主导型的土地一级开发模式将占到总规模的一半以上,将有利于市场机制在土地资源优化配置中起决定性作用。

Third plenary session of 18 the CPC central committee and National new urbanization planning( 2014-2020) all emphasized the establishment of a unified construction land market in urban and rural areas. And land first-step development plans primary role in improving institutions and mechanisms for promoting integrated urban and rural development,and enhances equal exchange of land resources between urban and rural areas and balance allocation of benefits between them. Based on the land-use status and regional social-economic development stages,this study analyzed the quantities and patterns of land first-step development in Shunyi.At first,this study proposed there were three new patterns that would be practiced under this new round of 'land reform',including government-led model,company-led model,village and collective-led model. Second,this study classified 443 villages into 3 big categories and 5 small categories according to social-economic data. Then,this study analyzed the land-use structures in each land-use zoning by using GIS spatial analysis function. At last,this study suggested some matching development patterns and estimated their quantities,based on the object status of land development and social-economic grow characteristics. On conclusion,this study showed that the quantities of company-led model and village and collective-led model accounted for more than 50% of the total,while those patterns would be beneficial for the market to play the decisive role in allocation of land resources.
