论城市建设对资源型城市经济转型的引导作用

On the Guiding Role of City Development to the Economic Transition of Resource-based City

能否顺利实现经济转型,是我国资源型城市普遍面临的重大命题。以往的理论和实践,大多只关注经济转型对城市建设的推动作用,而较少关注城市建设对经济转型的引导效应。本文从一个新的视角,阐述城市建设在资源型城市转型升级过程中所能发挥的引导作用,并由此提出进一步加强城市建设顶层设计,促进资源型城市转型升级的基本途径和必须处理好的重大关系。

The smooth realization of economic transition is a major proposition of resource-based cities to face. The past theory and practice paid more attention on the importance of promoting economic transition to city development,but seldom cared about the positive impact of the city development to the economic transition. This paper tries to view from a new perspective,describes the guiding role of city development in resource-based cities transition and improvement,and then further proposes the necessary steps to take and important things to handle for the top level design of city development and smooth transition.
