摘要 能源-经济-环境系统下的能源利用效率涵盖的范围较广,对其进行评价时仅仅依靠单个指标是不够的,需要采用多指标综合评价分析。本文构建了一个包括能源、经济和环境3个子系统、12个指标的综合能源利用效率评价指标体系,并利用该评价指标体系对我国2005-2012年间的综合能源利用效率进行了评价与分析。结果表明影响我国综合能源利用效率最大的指标分别为工业用能比重、单位工业增加值能耗下降率以及终端消费煤炭量占比;分析建议我国主要节能政策导向应集中在提高工业内部能源利用效率上。此外,本文评价体系的评价结果与传统能源效率评价方法呈现较好的一致性,且本体系评价方法、结果更为全面。 Actually the comprehensive energy efficiency covers a wide scope. So instead of one indicator,we need a comprehensive indicator system to evaluated the efficiency. This paper constructed an evaluation indicator system including 3 subsystems and 12 indicators,and then evaluate the comprehensive energy efficiency of China during the period from 2005- 2012. The result shows that the greatest impact indicators are the proportion of energy for industrial use,the rate of per industrial added value of energy consumption fell and the proportion of coal consumption. The author suggested that the main energy-saving policy in China should be focused on improving the energy efficiency of industry. Also this paper validated a great deal of traditional energy efficiency evaluation methods,besides its evaluation method and result are more comprehensive.
