省级生物多样性保护战略与行动计划(BSAP)编制进展和实施策略

Progresses and Promotion Strategy of Provincial Biodiversity Strategy and Action Plans

2010年,国务院批准实施的《中国生物多样性保护战略与行动计划(2011-2030年)》提出开展省级生物多样性保护战略与行动计划的编制工作。为进一步推进省级BSAP的全面编制与实施,通过发放调查问卷以及电话反复沟通,对全国31个省(市、自治区)和辽河自然保护区的BSAP编制进展进行了调研,并选择已经(或即将)发布省级BSAP的省份进行了典型案例研究,对省级BSAP编制进展、过程以及存在问题、挑战与经验等进行了详细了解,研究提出了推进省级BSAP编制的需求和推广实施策略。

It is an important task and requirements for a contracting party to draft biodiversity conservation strategy and action plan( BSAP) in implementing the Convention on Biological Diversity and is an important manifestation in biological diversity mainstreaming. The implementation of BSAP is the main way to carry out biodiversity conservation strategy targets and tasks. During the peiod from 2007- 2010,the ‘China Biodiversity Conservation Strategy and Action Plan( 2011- 2030) 'has been completed by Ministry of Environmental Protection of China and was implemented under approved by the State Council. Meanwhile,many provinces have also launched the drafts of their provincial biodiversity conservation strategy and action plan. The progresses of drafting BSAP in 31 provinces( municipalities and autonomous regions) and the Liaohe River Nature Reserve were investigated. Nine provinces and Liaohe River Nature Reserve were chosen as typical cases to study the process of various provincial BSAP,including development of organization,funding arrangements,professional organizations,arrangement of special topics,conference discussion,approval and release of the text. The paper put forward the provincial BSAP demands and promotion strategies.
