摘要
以北京市为例,通过构建水务现代化评价指标体系和模型对北京市1999-2013年水务现代化发展水平进行了综合评价。构建北京市水务现代化评价体系,运用层次分析法进行指标的筛选与权重的确定,进而构建北京市水务现代化四大体系及综合水平评价模型。研究表明:1999-2002年,北京市水务现代化水平处于中等现代化阶段;2003-2007年,北京市水务现代化水平处于基本现代化阶段;2008-2013年,北京市水务现代化水平处于准现代化阶段。最后针对北京市水务现代化评价的结果,提出了加强水务人才队伍建设、加快水务信息化建设、科技兴水、加强水务基础设施建设等对策建议。
This paper took Beijing as an example,evaluated the water affairs modern level in Beijing from 1999 to 2013 comprehensively by building evaluation index system and model of modernization. It established the Beijing water affairs modern evaluation system. The analytic hierarchy process was applied to screen the crucial indicators and index weight determined,four systems in the modernization level of Beijing water affairs and comprehensive evaluation model were established. The result showed the level of the water affairs' modernization of Beijing was in the intermediate stage of modernization from 1999 to 2002; in the basic modern stage from 2003 to 2007; in the quasi- modern stage from 2008 to 2013. Finally,proposals such as strengthening the construction of water affairs personnel,speeding up the construction of water science and technology in water affairs and strengthening the construction of water infrastructure were put forward according to the results of the evaluation of the water affairs' modernization of Beijing in this paper.
