后ECFA时代两岸农业合作的前景分析——基于台湾精致农业视角

Impact of ECFA of Cross-strait Agricultural Cooperation Based on the Perspective of Taiwan's High-quality Agriculture

19世纪80年代,台湾土地和劳动力成本上升导致其农业出口竞争力下降,为扭转局势继而提出精致农业的战略决策,经过三十多年发展成就瞩目。大陆历来以农业为本,但是由于历史等诸多原因,其农业发展跟台湾相比还有很大的差距。而随着2010年海峡两岸ECFA协议的签署实施,不仅为台湾农产品市场打开销路,而且为大陆提供了取长补短的机会。本文在对外贸易比较优势和竞争优势理论分析的基础上,首先分析了台湾精致农业发展的动因、主要措施及成效,通过对比大陆农业发展现状,深入探讨两岸开展农业合作的现实基础和比较优势,之后探讨分析ECFA对两岸合作前景的深远影响,并有针对性地基于精致农业视角,提出两岸基于ECFA框架开展农业合作的政策建议。

In the 1880 s,Taiwan proposed the development of the strategic decision- making of high- quality agriculture in order to solve the problem of rising land and labor costs led to the international competitiveness of agricultural products dropped. After decades of development,Taiwan's high- quality agriculture has made significant achievements. However,due to historical reasons,there is a great gap of agriculture development between Taiwan and the traditionally agriculture- based mainland. Signing of ECFA not only opens Taiwan's agricultural products market in mainland but also provides the mainland with the opportunity to learn from each other's.Based on the analysis of the reasons,measures and achievements of high- quality agriculture by using the theory of comparative advantage and competitive advantage theory,this paper compares the agricultural status of Taiwan and the mainland. With a further exploration of cross- strait agricultural cooperation basis and comparative advantage,we analyze the profound influence of ECFA on the prospect of cross- strait agricultural cooperation and put forward policy recommendations based on ECFA frame to carry out the agricultural cooperation.
