Under the New Normal "Precise Poverty Alleviation" Inclusive Innovation Mechanism Research

"小康不小康,关键看老乡",没有贫困群体的脱贫,全面建成小康社会就是一句空话。针对我国扶贫开发工作长期存在的低质低效、造血功能弱、针对性差等问题,习近平总书记提出实施"精准扶贫",创新扶贫开发方式,改变过去滞后的、粗放的、输血式的扶贫方法。包容性创新就是通过将社会底层人群纳入创新系统,挖掘金字塔底层民众的自身需求、动力、创造力,通过体制机制创新减少社会排斥,向贫困者提供公开参与、公平享受经济、科技发展成果的机会。目前中国经济进入新常态,探索精准识别、精准帮扶、精准管理的包容性创新机制,形成可持续的扶贫长效机制,实现公平和效率的统一。

The well-off sociey is built based on poverty alleviation of the poor. In order to solve the problems in anti-poverty work in china,implement the mechanism ' Precise Poverty Allevation' put forward by President Xi,and change the backward and inefficient poverty alleviation measures,we analyze the inclusive innovation anti-poverty,which brings the poor into innovation system,dig out the needs,dynamics,and creativity of the poor,and provide chances of equal participation,equal sharing of economy and scientific achivements to the poor. We should explore inclusive innovation anti-poverty mechanism with precise management,aid and identification,and form a sustainable long-term anti-porerty mechanism.
