小产权房违法建设空间行为特征分析

Analysis on Spatial Behavior Characteristics of Illegal Construction of Houses with Limited Property Rights

"小产权房"产生的根源,是有效解决"小产权房"问题的重要依据。本文以北京市"小产权房"为例,在根据系统动力学模型原理对小产权房产生根源及相关因素分析的基础上,研究了小产权房分布的空间属性,及其与交通、房价水平、区位、规划、政策、心理等因素的空间关系,探寻小产权房产生的空间位置选择的特征等。研究结果表明,北京市小产权房大部分成片聚集在区位条件较好的地区,对区位条件有较高的依赖性;而以休闲性、景观性为主导的小产权房零散分布于远郊,虽然不依赖区位,但依托于自然景观优势。小产权房分布的疏密程度,也反映出城市建设管控在不同地区的严格程度。表明治理小产权房不仅要在容易产生小产权房的地区加强空间上的管制,也要考虑相关主体的特殊性,对于不同的情况与类型要区分对待,出台相关政策对小产权房开发与购买进行限制的同时,也要考虑农民的利益。

Realizing the root of the'houses with limited property rights'is an important basis for an effective solution to the problem of it. This paper,taking Beijing city as an example,analyzes the origin and the related factors of houses with limited property rights,according to the principle of system dynamics model. It is a foundation to research the spatial attributes of houses with limited property rights and the spatial relationship with traffic,the house price level,location,land planning,policy and psychological factors. It analyzed the characteristics of selection of the spatial location of houses with limited property rights. The research suggests that,most of houses with limited property rights are dependent on location,which gathered in good locational condition areas; a few houses with limited property rights are dependent on natural landscape,which scattered distribute in the outer Suburb. The density of houses with limited property rights,reflects the stringency of the urban construction control. As a conclusion,for a better managements of houses with limited property rights,we need to strengthen the control on the space that is prone to produce houses with limited property rights,consider the particularities of related bodies,deal with different situations and types in different ways,formulate relevant policies to limit development and purchase of houses with limited property rights,and also consider the interests of farmers.
