发达国家湿地保护性开发的主要模式及经验借鉴

Main Modes of Protective Development of Wetland in Developed Countries and Their Relevant Beneficial Experience

作为地球的三大生态系统之一,湿地系统被誉为"地球之肾"。它对于改善生态环境污染、保持地球生物多样性、维护气候稳定等具有重要意义。因此,湿地的开发和保护历来是人地关系研究的重要议题。本文通过梳理发达国家湿地实施保护性开发的实践,总结其相关模式类型和特点,并结合中国湿地开发现状和问题,从增强我国政府管制能力、企业创新能力和民众多元能力的角度提出可借鉴的有益经验。

As one of the three distinct ecosystems in the world,wetland system has been regarded as‘The kidney of the Earth',which is of great significance in improving environmental pollution,maintaining biodiversity of earth and keeping climate stable. Therefore,the development and protection of wetland has long been a major topic in the research on human- land( land or earth) relationship. From the perspective of strengthening the regulatory ability of our government,innovation capability of enterprises and multi- capability of the public,this paper combines the current situation and existing problem of wetland development in China,summarizes the main modes and characteristics of protective development of wetland in developed countries by analyzing their abundant relevant practices,and consequently puts forward beneficial experiences used for reference.
