摘要
本文通过分析欧盟碳排放交易体系、美国强制性温室气体报告制度和日本温室气体排放强度计算、报告和披露系统的MRV体系,以及我国碳排放交易制度、温室气体自愿减排项目审定与核证,及重点企(事)业单位温室气体报告制度的MRV体系现状,对比我国与国际成熟体系间的差距,提出了我国碳排放MRV体系建立的相关建议。
Through analysis of MRV system of European Union Emissions Trading System( EUETS),Greenhouse Gas Reporting Program( GHGRP) of the United States and Greenhouse Gas Emissions Intensity Calculation,Reporting and Disclosure System of Japan,combined with the status of China's MRV system of Carbon Emissions Trading System,Validation and Verification of Greenhouse Gas Voluntary Emission Reduction Projects as well as Greenhouse Gas Report System in Key Enterprises and Institutions,this paper puts forward relevant suggestions for establishment of carbon emissions MRV system in China.
