摘要
京津冀协同发展是国家战略,河北在承接北京非首都功能的过程中需要通过调整产业结构,保护生态环境。研究结果表明,京津冀地区大气污染严重主要是工业结构不合理尤其是重点行业产能过剩所致。从法律角度防治大气污染应从提高相关行业准入门槛、完善淘汰落后产能退出机制、产能过剩行业市场退出机制以及强化执法手段入手。
The coordinated development of Beijing-Tianjin-Hebe is nationality strategy. In order to preserve the ecological environment,Hebei Province needs to adjust the industrial structure. The air pollution situation of Beijing-Tianjin-Hebei region is severe; the key reason is the unreasonable industrial structure,especially the excess production capacity of the key industries. The legal countermeasures to prevent air pollution are as follows,enhancing the market entry conditions,perfecting mechanism of closing outdated production facilities,excess production capacity market exit mechanism and intensifying law enforcement tools.
