System Framework of Ecological Protection Red Lines in Yichang City

划定生态保护红线是环境保护管理体制的重要创新。宜昌市生态保护红线体系包括生态功能红线、环境质量红线和资源利用红线三大类型。生态功能红线分三级管控,红线区包含12类重点区域;环境质量红线分为水、大气环境质量红线,各划分了三个管控级别;资源利用红线分为水资源、土地资源承载力上线以及水环境及大气环境承载力上线,并提出了相应调控措施。

Delineation of ecological protection red lines is one of the important innovation of environmental protection management system. The system framework of ecological protection red lines in Yichang City includes three types that are ecological function red lines,environmental quality red lines and resource use red lines. Ecological function red lines in Yichang City are divided into three ranks,and the red- line area include twelve types. Environmental quality red lines include water and air elements and are divided into three ranks too. The resource use red lines include four kinds of upper limit about bearing capacity including water resource,land resource,water capacity and air capacity. The paper also puts forcoard the corresponding control measures of resource use red lines.
