矿山地质环境与生态文明建设研究

Mining Geo-environment and Ecology Civilization Construction:Taking Laiwu City as an Example

优化矿山地质环境是践行生态文明理念的重要内容,更是矿业城市建设"五位一体"小康社会的关键。在构建省会城市群经济圈、推进新一轮科学跨越发展指引下,莱芜市确立了"实力莱芜"、"活力莱芜"、"魅力莱芜"、"生态莱芜"、"幸福莱芜"的发展目标。立足资源管理、服务发展大局,抓好矿山地质环境恢复治理、建设绿色生态屏障是建成省会城市群经济圈一体化发展先行示范区、济莱协作区所面临的重要课题。本文结合莱芜市矿山地质环境生态恢复治理的现状,根据当前矿山地质环境恢复治理的进展情况,对制度建设、融资渠道、矿山企业监管等方面进行了分析探讨,并提出来了对策和建议,以供借鉴。

The projection of mining geo- environment is an important part of the practice of the concept of ecological civilization,as well as the key of the construction of the overall layout for promoting economic,political,cultural,social and ecological development in the resource- based cities. As the impotent resource- based city in the economic circle of capital city group,Laiwu established development goals for 'strength','energy','charm','ecological',and 'happiness'. The restoration of mining geo- environment and the construction of green ecological barrier are important topics of urban agglomeration spatial integration mechanisms and strategies,based on the resource management and the overall development. The restoration of mining geo- environment in Laiwu City,is investigated and assessed. And the suggestions for the system construction,financing channel,and mine enterprise supervision are given,and this could provide the reference for the other resource- based cities.
