摘要 我国水资源形势严峻,严重制约经济社会的可持续发展。借鉴国外水资源管理以及国内相关行业监测预警机制的成熟经验,建设我国水资源承载能力监测预警机制,有利于水资源的可持续利用,对于保障国家水安全具有重要的战略意义。本文在总结水资源承载能力监测预警机制建设的必要性和可行性的基础上,提出了我国水资源承载能力监测预警机制的初步框架。 The situation of China 's water resources is serious,which restricts the sustainable development of economy and society.Building national monitoring warning system of water resources,which can draw lessons from foreign water resources management and monitoring warning system of other industry,has strategic significance to sustainable utilization of water resources and the national water security. On the basis of summarizing the necessity and feasibility of building the water resources monitoring warning system,this paper puts forward the preliminary framework of the national water resources monitoring warning system.
