摘要
通过对城镇燃气管网建设特点的分析,全面识别管网工程建设全过程(设计、施工到运营)可能造成管网建设环境风险事故发生的各种因素及其潜在危害。依据科学性、数据可获得性等指标筛选原则,建立了一套以设计失效、施工失效、运营失效为一级指标,以选址选线、安全距离设置、安装缺陷、管理缺陷、自然灾害等作为二级指标,以地质条件、防腐性能、焊接操作、滑坡灾害等作为三级指标且针对城镇燃气管网建设环境风险的评价指标体系。为进一步科学合理的进行管网建设环境风险评价奠定理论基础,为实现管网建设与生态和人居社会的协调发展提供决策依据。
Through the analysis of the characteristics of urban gas pipeline network construction,factors that may cause the pipe network environmental risk through the whole process( design,construction and operation process) of pipeline construction and their potential hazards were comprehensily identified.According to the screening principle of scientific and data availability and other indicators,a set of urban gas pipeline network construction environmental risk assessment index system were established.The index system consisted of first-level indicators containing failure of design,construction and operation,secondary-level indicators containing location and selection,safety distance setting,installation defects,natural disasters and so on,third-level indicators containing geological condition,anticorrosion performance,welding operation,the landslide disaster,etc.These indicators provide a theoretical basis for the further scientific and reasonable assessment of the environmental risk of the pipe network construction,and provide the decision basis for the realization of coordinated development of the network construction and ecology and living society.
