摘要
基于2002—2010年珠三角9个地级市的投入产出数据资料,构建不考虑以及考虑自然资源要素的VRS-DEA模型和Malmquist指数模型,分析珠三角城市群及各城市的静态效率和动态效率,通过数据分析得出以下结论:考虑自然资源要素的城市效率评价体系更合理;自然资源要素与劳动力、资本要素对城市效率评价的影响机制不同;珠三角各城市的城市效率差距较大,内圈层城市的城市效率优于外圈层城市;在为期9年的时间里,技术进步推动了珠三角城市效率改善,与此同时,管理低效、规模不经济和区域效率不均衡等因素制约着珠三角城市效率的发展。
According to the input-output data of the nine prefecture-level cities in Pearl River Delta from 2002 to 2010,this paper constructs the VRS-DEA model and Malmquist index model of considering and not considering natural resource factors,and measures the static and dynamic efficiency of Pearl River Delta.These can be concluded from the data analysis: Considering natural resource factors on urban efficiency evaluation system is more reasonable.Natural resource factors differ from labor force and capital factors on the influence mechanism of urban efficiency evaluation.The difference among urban efficiency at Pearl River Delta area is large,with the inner layer cities' urban efficiency superior to the outer layer cities'.During 2002-2010,the urban efficiency of Pearl River Delta is promoted by the improving technological progress,but restricted by the inefficient management,diseconomies of scale and imbalanced regional efficiency.
