海洋开发建设中的“多规合一”常见问题及对策措施

Common problems and countermeasures in the ‘multiple plans integration' of the ocean development

海洋开发建设中涉及的主要规划种类众多,各规划主导部门围绕着所属职能和管理权限进行各类规划的编制与实施,导致在个别海域空间出现规划不统一的现象。这种情况导致部分海域海洋开发建设项目上位规划指导先天不足,给海洋环境保护和地方海洋经济发展埋下了不确定因素。文章分析目前海洋开发建设中规划协调性的常见问题并提出对策措施。指出,在海域管理方面实现"多规合一"不是用"合一"取代产业发展规划、国民经济和社会发展规划、城市规划、海洋功能区划等法定规划,而是以问题为导向,统筹协调各类规划,全面梳理并统筹解决各类规划自成体系、内容不协调等问题,最终最大限度地提高海洋资源利用效率,守住海洋生态红线。

Types of planning involved in the development and construction of the sea are numerous. The planning leading departments carry out the preparation and implementation of various types of planning around the functions and management authority,resulting in the phenomenon that the individual sea space planning is not unified. This kind of situation in parts of the ocean marine development and construction project master planning guidance is congenitally deficient,and is harmful to marine environmental protection and local development of the marine economy. Based on the analysis,this paper points out the common problems of planning and coordination in the development and construction of the sea,and gives some countermeasures. Finally,the article points out that in the management of the sea area,we should use ' integrated' instead of ' single' patcern in industrial development planning,national economic and social development planning,urban planning,marine functional zoning statutory planning,and we should focus on solving problem,comprehensily summerize different kinds of planning and self system,in oeder to ultimately maximize the marine resources utilization efficiency and hold the marine ecological red line.
