摘要
选取四川省21个市(州)2011-2015年以来3 601个项目为研究对象,构建立足区域特色的"4E"绩效评价体系,运用TOPSIS法对高标准农田建设进行绩效评价。结果表明:(1)四川省高标准农田建设总绩效值为0.4536,市(州)的绩效水平极差较大,高标准农田建设发展水平存在很大区域差异;(2)各市(州)经济发展水平对地区高标准农田建设绩效水平有较大影响,尤其是第一产业增加值与绩效水平具有强相关性(R=0.7757>0.433=R_(0.05,19),两者显著相关);(3)本文以综合绩效观为基础展开评价,改进TOPSIS法体现了绩效评价的多目标特点,易于发现区域差异特征,具有一定适用性。
This paper built the ' 4E' performance evaluation system based on regional characteristics taking the relevant data of 3 601 projects in twenty-one cities,autonomous prefectures in Sichuan Province during the period 2011-2015 as the samples. Then the Improved TOPSIS used for evaluating the performance of high standard farmland construction. The results indicated that:(1) The total performance value of high standard farmland construction was 0.4536 in Sichuan Province. The range of performance level was large,and there were great regional differences in development levels of high standard farmland construction.(2)The level of economic development had a greater impact on high standard farmland construction performance. A strong correlation existed between primary industry and performance level. R = 0.7757>0.433 = R0.05,19,it is fit for the statistical significance.(3)The improved TOPSIS model used to assess performance of high standard farmland construction was consistent with the concept of comprehensive performance. This method reflected the multi-objective of the performance evaluation,and easily to find the regional differences.
