北太平洋渔业委员会养护管理举措及其对中国远洋鱿钓渔业的影响

On the conservation and management measures of NPFC and its impact on distant-water squid jigging fisheries in China

随着公海渔业全面监管时代的到来,新近成立的北太平洋渔业委员会(NPFC)将未受其他区域渔业组织管制的鱿鱼等非高度游鱼类种群也纳入其管辖范围,并出台了一系列管理规定和举措,如《北太平洋公海渔业资源养护和管理公约》,西北太平洋和东北太平洋区域临时措施。NPFC管辖海域是我国远洋鱿钓渔业的重要作业渔场。针对NPFC不断加强公海鱿鱼管理的挑战,作为其成员方的我国应根据NPFC相关要求,对我国远洋鱿钓渔业多年积累的弊病深入改革,实现鱿钓产业结构革新,促进其可持续发展,以便更好地履约。并针对NPFC未来管理新举措未雨绸缪,最大程度地维护和争取我国北太鱿钓渔业的应有权益。

With the comprehensive regulation era of the high sea fishery coming,North Pacific Fisheries Commission( NPFC) newly established has made squid and other highly migratory fish stocks which do not belong to other regional fishery organizations into its jurisdiction,and promulgated a series of regulations and measures,such as Convention on the Conservation and Management of High Sea Fisheries Resources in the North Pacific Ocean,the Northwest Pacific region and Northeast Pacific region interim measures. The jurisdiction area of NPFC is an important fishing ground of distant-water squid jigging fishery in China. Facing the challenge that NPFC continues strengthening distant-water squid in the high sea,China as a member of NPFC should reform the disadvantages of distantwater squid jigging fishery in China accumulating over years,improve squid fishery industry structure,and promote its sustainable development in order to perform the convention better according to the relevant requirements of the NPFC. And China should make good preparation for the future management of NPFC to protect and fight for the due rights and interests of north Pacific squid fishery of China to the greatest extent.
