中国取水许可延续管理问题分析

Analysis of water licenses renewal management in China

自从我国实施取水许可制度以来,取得了积极的社会经济和生态环境成效。随着近几年大量取水许可证陆续到期,各地各级水行政主管部门对到期取水许可证的延续管理进行了积极探索。但是在实际工作中仍暴露出诸如延续评估缺乏统一依据等问题。本文对此进行了全面的剖析,并提出了可供参考的对策和建议。

Since China implemented the water licenses system,it brings considerable social benefits,economic benefits and ecological benefits. As a lots of water licenses expired in recent years,the water conservancy administrative departments have carried on the positive exploration for renewing water licenses. But there still have some problems,such as lack of unified evaluation criterion,and so on.This paper analyzes the problems in water license renewal management,and puts forward some constructive proposals.
