健全征地管理机制问题探析——基于禧村的访谈研究

Study on the management mechanism of land requisition in China:a case study of Xi Village

本文通过深入禧村实地调研,掌握了一线素材,在此基础上总结了该村的土地利用情况以及征地程序,由此对禧村的征地情境进行了分析,指出禧村征地补偿过程中存在主从关系,相关利益方重实利、轻程序,征地过程中的越轨行为彰显,监督及协调机制欠缺以及农民的相对剥夺感攀升。有鉴于此,文章提出成立征地委员会、征地前召开征地工作动员会、搭建对话机制、明确监督机制等建议。

Based on investigatation at the Xicun,this paper generalizes the situation of the land use and the procedure of the land acquisition,and then analyzes the situation of the land acquisition. The study finds that there is the owner-member relationship between the government and the peasant,also the related parties focus on the benefits,rather than the procedure in the process of the land aqucisition.Besides,the government's excesses isn't be avoided and the lack of supervision and coordination mechanism is obverse,so that the peasants have the feeling of relative deprivation. In view of this,this paper concludes that some key points shoule be followed during the land aqucisition process: setting up a committee of the land aqucisition; having the mobilizion before the land aqucisition process;building a dialogue mechanism; establishing monitoring mechanism.
