摘要
为了对清淤项目实施后的清淤效果进行标准化评估分析,本文给出了水资源利用效益、水环境改善效益以及防洪减灾效益的定量计算方法,并提出了河库清淤项目效益定量评估的框架体系。以浙江省平阳县鳌郑塘河清淤项目为例,分别从生态环境效益、经济效益以及社会效益等方面进行定量、定性地评估研究,认为平阳县鳌郑塘河实施清淤后其总效益显著,为相关清淤项目效益评估提供基础。
Zhejiang Province through the river storehouse dredging,has raised the flood waterlogging drainage capacity.This paper puts forward the quantitative calculation methods of sludge utilization benefit,water resource utilization benefit,water environment improvement benefit and flood control disaster benefit.Through the typical dredging project,according to the results of the conventional test results of dredging before and after water,the results of sediment inspection and the disposal and utilization of sediment,the quantitative and qualitative evaluation of ecological environment benefit,economic benefit and social benefit was carried out,and it was considered that the benefit of this case was significant.This case can be used for reference in the study of the quantitative evaluation of dredging benefit of similar projects in Zhejiang Province in the future.
