中央农村环境整治资金项目绩效评价指标体系研究

中央农村环境整治资金自设立以来截至2016年底,累计投入约375亿元中央财政资金,在推动各地切实加强农村环境综合整治和加快解决危害群众健康的农村突出环境问题方面起到了积极的引导作用,而一直以来中央财政资金使用效益和项目实施成效却未得到有效评价。因此,全面开展中央农村环境整治资金项目绩效评价,不仅是一项十分必要的工作,而且是一项能够起到加强资金使用效益和促进项目实施成效的工作。经过大量研究、分析总结以及论证,并将农村环境整治资金项目自身管理、运行等特点有效的结合起来,从业务管理和财务管理两个角度构建了中央农村环境整治资金项目绩效评价三级指标体系。旨在通过该指标体系,对农村环境整治资金项目进行客观、有效地评价,并为完善相关资金管理、项目管理政策和制度,提供参考依据。

The Central Rural Environmental Remediation Fund since its establishment,a total investment of about 37.5 billion yuan in central government funds.It has played a positive guiding role in promoting the comprehensive improvement of rural environment and speeding up the solution of rural prominent environmental problems which harm people’s health.However,the effectiveness and effectiveness of central financial funds have not been effectively evaluated.Therefore,comprehensively carrying out the performance evaluation of the central rural environmental improvement fund project is not only a very necessary job,but also a work that can enhance the efficiency of fund utilization and promote the implementation of projects.After a lot of research,analysis,summary and demonstration,and the effective combination of the characteristics of the management and operation of the rural environmental renovation funds management,operation and effective combination,from two aspects of business management and financial management of the construction of central rural environmental remediation project funds performance three level evaluation index system.The purpose of this index system is to objectively and effectively evaluate the funds for rural environmental improvement projects,and to provide references for improving relevant fund management,project management policies and systems.
