建设水土保持生态文明小流域的思考

从生态文明和小流域综合治理的概念出发,提出在生态文明建设的新时代,实现水土保持生态文明小流域才是小流域综合治理的终极目标。结合目前国家已开展的相关工作以及案例进行讨论与分析,水土保持生态文明小流域的建设目标是实现水土资源的保护、改良和合理利用,提高流域土地生产力,达到水土资源与社会经济文化统一。建设内容包括小流域水资源与环境、土地资源与环境、基础设施与美丽乡村建设、小流域生态文化建设四大方面,旨在为我国新时期的小流域建设提供参考。

Based on the concept of ecological civilization and comprehensive management of small watershed,this paper puts forward that the ultimate goal of comprehensive management of small watershed is to realize ecological civilization of soil and water conservation in the new era of ecological civilization construction. Combined with the relevant work and cases,the construction goal of small watershed with ecological civilization for soil and water conservation is to protect,improve and rationally utilize water and soil resources,to improve the land productivity of the watershed and to achieve the unity of water and soil resources and social,economy and culture. The construction contents include the water resources and environment of small watershed, land resources and environment,infrastructure and the construction of beautiful countryside,and ecological and cultural construction of small watershed,aiming to provide reference for the construction of small watershed in the new era.
