The Logical Connection and Coordination between Consultation among Parties and Democratic Surveillance

在非竞争性政党政治生态中,民主监督是规制权力的可行选择。作为一种民主政治安排,正在不断制度化与程序化发展的政党协商与民主监督之间存在结构重叠与功能同构:政党协商不仅可从结构层面增强民主监督的正当性基础与程序性正义,且其在建构党的领导合法性与党的执政合法性中所体现的功能性价值也有助于实现民主监督的预期性目标。进一步挖掘并实现民主监督的效能需要以慎议式政党协商为出发点,解决当前政党协商中存在的诸多非常态现象。

In the non-competitive party politics, democratic surveillance is a feasible approach to regulate the power of the ruling party. As a kind of democratic political arrangement, consultation among parties is becoming more institutionalized and procedure oriented. In practice, there is structural overlap and functional isomorphism between consultation among parties and democratic surveillance: not only can consultation among parties enhance the legitimacy foundation and procedural justice of democratic surveillance, its functional values, such as enhancing the CPC’s leadership and improving the legitimacy of CPC’s governance,can also help achieve the intended goals of democratic surveillance. Therefore, further exploring the functions and realizing the effectiveness of democratic surveillance shall take deliberative democracy as a starting point,so as to solve the abnormal phenomena in current consultation among parties.
