中国国际医疗旅游服务相关宏观政策研究

Macro-policy research related to the China international medical tourism services

分析和研究部分亚洲国家和中国台湾地区在推动国际医疗旅游服务方面的相关政策和国内问卷调查的结果。研究提示,中国若能抓住国际医疗旅游快速增长的机遇,大力发展国际医疗旅游服务,对优化国内产业结构,带动大健康、大卫生、大医疗产业的发展,解决社会就业等均有重大意义。为此,建议在中国大力扩展国际医疗旅游服务市场,政府相关部门应及时加强相关顶层制度建设,挖掘、整合各种医疗资源,牵头整合现有行政管理部门、研究机构和医疗机构,建立起系统高效的管理体制和运行机制,并尽快在全国范围内开展试点工作,以期在条件成熟时大力推广,广泛形成中国特色的国际医疗服务体系。

Based on the analysis of policies of medical tourism industry in some Asian countries Taiwan Region and the questionnaires results in China, it shows that seizing the opportunity to develop the international medical tourism services and rapid developing international medical tourism can optimize industry structure, promote the development of healthcare industry and smooth the contradiction of social employment. Suggestions such as greatly expanding the international medical tourism service market in China, strengthening the related ministries and even more on top the system construction, and mining, integration of various medical resources led by integrating the existing administrative departments, research institutions and medical agencies, establishing the system of efficient management system and operational mechanism, and across the country to carry out the pilot work as soon as possible so as to gain experience to shape a international medical service system with Chinese characteristics are presented.
