摘要
立足于公立医院本身,对公立医院、公立医院科研项目负责人、公立医院科研项目特殊性以及公立医院科研经费管理中存在的问题和现状进行分析和研究,建立了适应公立医院实际情况的科研经费管理模式:以科研部门和财务部门为核心,审计部门、器材部门、后勤部门联合参与。建立高效的信息系统以及专职科研秘书和培训制度,为科研经费管理提供平台和人力保障;建立PDCA循环,使科研经费管理呈现螺旋上升趋势。鉴于公立医院和其科研人员的特殊性,建议国家在科研经费执行中给予政策倾斜。
Status quo and problems in research fund management were analyzed in aspects of public hospital, the principal investigator of research projects, the specific of research project in public hospital and the research fund management mode which meets for the actual situation of public hospital has been established. The new mode can be summarized as research department and financial department are the core department, internal audit, material management and logistic department joint participate. Ef ective information, full time research secretary and training institutions were built to assure platform and human resources. PDCA cycle assures the quality of research fund management. In consideration of the specific of public hospital and its researchers, the policy of research fund management in public hospital needs to be completed.
