摘要
目的:建立具有辽宁省特色的公立医院综合绩效考核机制,推进公立医院深化改革,提升医疗服务质量,规范服务行为,保障医院可持续发展。方法:编制绩效考核指标体系,从公众满意度、社会效益、医疗服务提供、综合管理、可持续发展5个一级指标,25个二级指标对省属医院进行绩效考核。结果:省属医院整体运行平稳,在考核过程中既暴露了一些问题,也呈现出不少亮点。结论:综合绩效考核指标体系能够全面、客观地反映医院整体运营情况,引导医院构建科学合理的运营模式,为下一步全面推开绩效考核工作奠定基础。
Objectives: to establish a comprehensive performance evaluation mechanism of public hospitals with the characteristics of Liaoning Province, to deepen the reforms in public hospitals, to improve the quality of medical care, to standardize the medical staffs’ behavior and to ensure the sustainable development of public hospitals. Methods: Performance evaluation index system involved 5 first-class indexes named public satisfaction,social benefit, medical care provision, comprehensive management and sustainable development and 25 secondclass indexes carried out to assess the performance of provincial hospitals. Results: The operation of the provincial hospitals is stable, and a number of problems as well as highlights are revealed during the evaluation process.Conclusion: The comprehensive performance evaluation system could comprehensively and objectively reflect the overall operation of the hospitals, guide hospitals to establish a scientific and reasonable operation mode so as to lay the foundation for further performance evaluation.
