进口抗癌药物省际联盟专项采购模式推进的思路与展望

On promotional threads and prospects of inter-provincial concentrate biding and purchasing of imported anticancer drugs

目的:为进口药物省际联盟专项采购模式的持续推进和制度优化提供参考建议。方法:基于14省进口抗癌药联合议价专项采购的运作背景、议价方案、工作流程、议价结果分析进口抗癌药物省际联盟专项采购模式,并对未来推进的空间、存在的问题,并提出优化建议。结果:对于医药市场规模不足的欠发达地区来说,进口抗癌药省际联盟专项采购模式相对于传统的各省单采模式显现出一定的优越性,符合药品集中采购的发展方向,有利于进口抗癌药价格的合理回归。结论:建议今后可以扩大省际联盟的范围;增加联采药物的品类,均衡各病种、各剂型;建立专家库和联采药物遴选标准,优化联采流程。

OBJECTIVE To provide suggestions for the continuous promotion and system optimization of the special procurement mode of inter-provincial alliance of imported drugs.METHODS Based on the operational background,bargaining scheme,work flow and bargaining results of joint bargaining special purchase of imported anticancer drugs in 14 provinces,the space and existing problems of inter-provincial alliance special procurement of imported anticancer drugs as a new special purchase mode of drugs in the future were analyzed,and the optimization suggestions were put forward.RESULTS For the underdeveloped areas with insufficient pharmaceutical market,the special procurement mode of inter-provincial alliance of imported anticancer drugs showed certain superiority over the traditional provincial apheresis mode,which conformed to the development direction of centralized drug procurement and was conducive to the reasonable reduction of imported anticancer drug prices.CONCLUSION It is suggested that the scope of inter-provincial alliance can be expanded in the future;the categories of joint mining drugs should be increased,the diseases and dosage forms should be balanced;the expert database and selection criteria of joint-purchased drugs should be established,and the joint-purchased process should be optimized.
