From Public Hygiene to Public Health:The Paradigm Shift of China’s Public Health Policy and Its Challenges

2003年SARS疫情的爆发与流行成为中国健康照顾政策与公共卫生政策史上具有划时代意义的重大历史事件,标志健康照顾政策与公共卫生政策范式的转变,传统的公共卫生向大众健康政策模式转变,反映出社会管理方式与政府职能发生转变,公共服务制度创新与社会政策、社会福利的时代已经来临。

The outbreak of SARS epidemic and its prevalence has become the landmark in the history of China’s policy of health care and public health,which marks the shift of China’s health care and public hygiene policy paradigm.Since then,the traditional policy pattern of public health has changed into the pattern of public health,which reflects the transformation of social management and governmental functions,and the institutional innovation of public service.In addition,such a paradigm shift demonstrates the arrival of the era of social policy and social welfare in China.
